Either Tap and hold a playlist name and drag the handle (2 lines) on the right of the playlist name up or down to move it to the desired position

 

 

or Tap on Sort in the top right corner

Choose to either sort Alphabetically or Manually

 

 

Tap on X top left when finished to exit Sort mode.
